Al-Jazeera found that freedom of speech isn't always free. A journalist was detained in Egypt for fabricating scenes of torture. The torture scenes were staged in mock police stations. Al-Jazeera claims that they were done with actors to be reenactments of torture scenes.
Either way, Egypt isn't the US, Britain, Australia or your basic West where you can get away with it.

"The Al-Jazeera bureau chief in Egypt, Hussein Abdel-Ghani, said the footage was "reconstruction" which Matwali intended to use in a documentary film about torture in Egypt.
Reconstructing scenes with actors "is a well-known method in the production of documentaries, and Al-Jazeera is not the only network to talk about torture," Abdel-Ghani said."
I have to vouch that reconstuctions with actors for documentaries is commonly used all over the world. They are used to show how events occured and are not presented as the actual event. It is considered a legitimate way of presenting a story.

My point was that in Egypt even re-enactments with actors can get you arrested.
