The governor of California, Arnold "Terminator" Schwartzenneger, wants to reduce the pay of certain state workers down to minimum wage. This would be a temporary thing and once the state budget passes, they will be given their retro pay.
This stinks in so many ways, because this could set a precedence and be used by other industries. It really has nothing to do with the unions. I don't know how the taxation is in California, but in my state the lump some would be taxed more than if I was still receiving it in regular paychecks. Thus you return more to the government who pays you.
Not to mention that withholding payment earns interest for the employer!
