In my state cigarettes are close to $10 a pack. When I smoked, I paid $2.50 a pack, and I was up to under 3 packs a day!
I'm glad I no longer smoke or I would need to have 3 jobs. Alcohol is up there, too, and new taxes are being added to it regularly.
In other words, there is something called a 'vice tax' in my state. The politicians justify it by saying it is to offset health care and problems related to the vices.
Then there is Russia!
Russians are urged to smoke and drink more. In a country noted for its high consumption of cigarettes and alcohol, has the cheapest prices for alcohol and cigarettes!
A Russian co-worker said that a bottle of vodka is cheaper than a bottle of milk in Russia!
